This season is going to have callbacks to characters from previous seasons, but that shouldn't be confusing to new viewers of the show. Plus, it'll give you reasons to watch the old seasons if you like this one. If you've been devotedly watching the series since the beginning, of course you're going to watch this one.
This is one of those "yes if you like it, no if you don't" recommendations. Ultimately, if you aren't into horror, you're not going to be into this show.
