His bizarre outfit looks like it was picked up while blindfolded at a thrift store, and he has the demeanor of someone who knocks at your front door and tries to sell you meat or clothes he's just stolen from a store downtown.
Poor Steve never asked for any of this. He's not even called Steve; his real name is Blake! He took the picture for fun at his grandmother's house, and didn't expect it to be broadcast to millions of people around the world.
